tool does not show if installed in a different namespace #201

Describe the bug

We have tools.json that specifies what namespace to look in for the tool. If a tool is installed in a different namespace then it will not show on the instances page

Expected behavior

It shouldn't matter what the namespace is called, we should still find the route and display it.

Actual behavior
