add digest policy selection dropdown and multi instance accordion fixes

What was fixed? (Issue # or description of fix)

closes #179 This part lets users change their digest policy via a dropdown

this issue also fixes some bugs in the instance accordion when there are multiple kabanero instances (its not supported yet, but this will help when its supported in the future)
