Add webhook yaml export feature #248

Feature description

There are a few yaml files that need to be templated and filled in through the UI. The user will then "export" or download these yaml files in zip file and apply them to their cluster.

Should also consider one version of console on Github Enterprise that can handle both Appsody and Devfiles settings.
