When Open Liberty servers are created, they need to pick up their server personal certs from the OpenShift certificate manager.

It was moved out from AHA, After design investigations described here: According to Jim It is determined to not provide an implementation for this beyond the sample that we shipped with. Jim and team are now working on other options to provide similar capabilities for our runtimes.
