TIPP: Object Sections should have well-defined names #19

This issue came out of Linport discussions.

Several people pointed out that there's no reason for sections to have 
arbitrary names; there should be a well-defined name associated with each 
section type.  (ie, the "bilingual" section should always be called 
"bilingual".)  This is particularly true in conjunction with the changes 
suggested in Issue 18.

I am increasingly of the opinion that this change doesn't need to be made - 
there is no benefit to maintaining two parallel sets of unique identifiers (URI 
and name). Furthermore, the name is really an implementation detail specific to 
the current package implementation, where as the URI is an abstract property of 
the model.

I'm going to push this suggestion to the various parties and see what they 
think.
