This issue came out of Linport discussions:

Clarify the "transport layer" analogy to networking. The intention of this 
analogy was to make it clear that the focus of TIPP is to provide a mechanism 
for moving files around as opposed to imposing complex business 
rules/semantics/process, such as workflow.
