TIPP: Response codes should be more robust than just Success/Failure

This issue was brought up in discussion with Linport.

It has been suggested that the Failure mode in a response package needs to be 
extended enough to distinguish between at least very basic classes of errors.  
For example, an invalid manifest vs invalid object contents, etc.
