State 13 - Here, where the city of Parnawa is, this province should be called Parnawa, not Harju State 813 - The opposite is also true here State 812 - Here, where the city of Tallin is, this province should be called Tallinn, not Harju

Fixed in 61462d102cae3a5cef7559b9a2f29609f0d1df13 (they were Estonian states, my bad)
