Avoid scripts generation if it's not necessary #4

If the province is the same in english don't generate it if the state AND the provinces are the same in english don't generate it

Not implemented anymore because if a province or state has currently not an english name (different from english) and then another nation takes control (with a name equal the the english one) than the name will not be changed when it should be changed
