This issue is attributed to the Android Media Server rather than the music player. I have a similar issue with inability to play 24bit/192kHz files on my Pixel 2 XL, however, it worked like a charm on my former Galaxy S8+.
This issue can also arise if your DAC does not support the respective audio format/bit depth/sampling rate.
Music players that use their own media transmission protocol such as Poweramp, do not have this issue AFAIK.
I have some FLAC files that don't seem to play in Phonograph but play fine in Poweramp.
Attached is a screenshot of the properties of one of these files (from fb2k).
I am using a Verizon Google Pixel XL running stock Android 7.1.1.
Edit: I believe that this is because Android does not support 192 KHz audio by itself. Since both Phonograph and Shuttle seem to use the native Android music player and these files cannot be played in either of the players. Poweramp appears to be using its own audio decoder separate from Android's in order to play these files.
