You can use Slight backup (F-Droid, my fork) to make backups and restore of your android database playlists (those are the ones you see in Phonograph).
And I made a program which allows you to convert those backup files into .m3u
playlist files and the other way around.
To sync between devices wirelessly and without a server I use Syncthing.
This might not be a very nice construction but it does get the job done.
I would like to have this feature, too. Seems not to be too hard to implement, as loading from m3u should already work, but unfortunately I am no active Android developer, so I can't help.
I would love this feature! I already sync my music library between my computer (which uses Cantata) and my phone (which uses Phonograph), and I'd love to be able to sync my playlists too!
Please allow Phonograph to be able to choose a directory on the phone where it can find playlist files and use them in the app. Essnentially a whitelists of directories it will look for playlist files. Please support m3u and wpl playlists.
Many music players have built-in app playlist that are not files but are saved within the app but this is not a good option since these playlist cannot be backed up and cannot be transferred or synced across devices. Since Phonograph is a basic music player which requires the user to manage their music files it will not too hard for the users to manage playlist files. This is also handy when you have multiple android devices like a phone and tablet and the ability to easily copy or sync a playlist file from device to device.
Please support absolute path and relative paths in playlists too!
