.ogg files play unacceptably loud despite volume settings #925

Whenever I try to play an .ogg file, it ignores my current volume and blasts at maximum volume. This occurs even if I mute the device. I tried playing the same file using VLC, and it behaved normally. I'm not using an equalizer or anything that'd modify the output of the audio.
