Add fixtures with Replay

This removes the defunct api-mocks/ folder in favor of using Replay to return specific sets of saved response data.

Potential next steps: Make a script that will auto-scrape at least the main alert and line routes in one go, to easily be able to generate fixtures for different circumstances
