Windows 7 DLL missing #27

Kadas does not start because the api-ms-win-core-console-l2-2-0.dll file is missing. OS: Windows 7 Version 6.1 (Build 7601: SP 1) 64-bit. Thank you in advanced.

Windows 7 is EOL and current python version will not run on Windows 7 anymore.
