Add ways to change Pact node #16

Would like to not rely on api.chainweb.com

There is a configuration option PACT_SERVER, that can be set as environment variable or via the .env file.

You may take look at Config.mjs for more configuration options. Just be aware that your are navigating on expert-only terrain :-)

And, yes, it's preferable if people don't relay on public pact endpoints and use their own nodes instead
