[Enhancement] Make 'no priority penalty' configurable in the Preferences dialog #263

The 'no priority penalty': 1000000, setting is confusing to several users.

An option should be added to the Preferences dialog to Enable/Disable this priority penalty with the default behavior being Disabled.
