World: times off by 1 hour (STILL) #16

Here you said, The "DaylightSavingTime=1" option was accidentally left on the World skins' time measures. The new location provider returns the correct local GMT offset for all codes, so the DaylightSavingTime setting should not be used.

You said it was fixed in the latest release. However, I updated to the latest release and it is still not fixed.

St. Petersburg (Russia), Mumbai, and Beijing are still off by one hour. I am updated to the Version 4 Patch 1 but it is still showing the wrong time.

London, Rome, New York all show the correct time however.
