create v3 power layer #23

create a new power/control layer.

new capabilities:

  1. use bluetooth for port communication and programming
  2. should use i2c to communicate with other layers
  3. should be able to read voltage of battery to estimate charge
  4. should recognise when solidly connected to port (using shorted outer pins method)
