Fine-grained control over debug output #272

Debug output on the public side like "Textpattern Notice: Article tags cannot 
be used outside an article context" may need some finer controls to hide 
intimidating implementation details from the general public. 

Control candidates might be:

- logged-in state of current visitor
- privilege levels (i.e. a less coarse implementation of the "logged-in state" 
control)
- a preference to turn debug output on/off
