safe_strftime() changes all locale properties when using override_locale. #391

The function does not reset the locale properly. It changes just the LC_TIME, 
but when it tries to reset it, it overwrites all properties. It basically lefts 
all values to what LC_TIME was, creating issues with stuff like number format.
