Cannot register a driving simulation game because I cannot install using "Run as Administrator"

What steps will reproduce the problem?
1.Install City Car Driving
2.Try to register program
3.Program will not accept registration number because of what I think is a 
permissions problem on the windows side

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
City Car Driving 1.3.2 trying to install using Winetricks and also its own 
installer. I realize this is mostly a Wine problem but this forum seems like 
the best place to get help. Sorry to be troublesome but I know I must not have 
been the only person to have this problem and I'm sure there is a solution.

Please provide any additional information below.

Also, just because something requires "run as administrator" on Windows doesn't 
mean it needs to be run as root on Wine.
