Dispatch assessment status actions in api function

We will now need to update our api (Issue #18) which gets us the Assessment Status to dispatch our assessment status actions.

Tasks:

• [ ] Check the wiki for relevant information.
• [ ] Create the dispatches in the api function.
• [ ] Check that the action receives the data as expected from the api.
