Dispatch assessment content actions in api function

We will now need to update our api (Issue #17) which gets us the Assessment Content to dispatch our assessment content actions.

Tasks:

• [x] Check the wiki for relevant information.
• [x] Create the dispatches in the api function.
• [ ] Check that the action receives the data as expected from the api.
