Get current skipped tests to pass #87

Currently we have a few tests that were skipped when the database was being refactored.

Please get these tests to pass.

tests/server/db/cohorts.tests.js

[ ] getCohorts returns a list of all cohorts
[ ] getCohort returns an individual cohort

tests/server/routes/cohorts.tests.js

[ ] POST /api/v1/register adds a new user
