Icon bugs on non-medium icon sizes

This issue is to remind us to make sure everything looks okay on different
icon sizes for the 2.5 release...

Current bugs include:
- In the context panel, icons change size when clicked on
- On larger sizes, the bottom panel is pretty messed up (largely due to me
putting the opacity tool there)
- Flyout menu icons briefly appear on the left of the icon before sliding
out (not entirely related, but mentioning here anyway)
