Description

This proposal is for a signature utility test helper tool that helps developers to easily test their permit2 contract.
It abstracts away the difficulties attached to testing a permit2-integrated smart contract.
Developers can easily import this test helper file into their code saving them time and the hurdles of testing a permit2-integrated smart contract.

i don't mind repo inflation but would generally prefer to have the necessary tools in one box
