Proposed changes

Upgrade build_base image:

Upgrade ubuntu from 20.04 to 22.04
Upgrade golang version to 1.23
Upgrade goangci-lint to 1.60.1 Upgrade rpm_package:
Replace centos7 to centos stream 9 due to deprecated of centos7

@Sotatek-TinnNguyen Once you rebase against the latest dev, the linter errors will go away.
