kaiax/gov: Add gov module

Proposed changes

Gov module is a replacement for governance/ directory. We only remove APIs from governance/ for now. We run gov module in addition to governance/. See https://github.com/ian0371/kaia/blob/kaiax-gov/kaiax/gov/README.md.
