sig: Run "rails rbs:setup" #339

I'll try to reboot types for conference-app :-)

As a first step, I run "rails rbs:setup" to regenerate prototype RBS files from conference-app itself.

I found the path_helper generator of rbs_rails does not work with Rails 8.0. So I added a workaround code (see rbs:load_routes task).

Note: This does not resolve the type errors of this app. I'll work on it in the next PR. It's time to give types to Alba Gem (partially)!
