Jim wants me to add a filter for urban/rural to PTS mode.

Added in https://github.com/kaijagahm/ygdpDashboard/commit/3b0427872786717fe297680b616452f258f60524, and added a scroll bar to the right sidebar in https://github.com/kaijagahm/ygdpDashboard/commit/b967feb3c5f62364fd44c4358ce62bb91a83125a to make the new filter actually visible.
