No check for multiple application start #130

What steps will reproduce the problem?
1. Start the program
2. Attempt to start another copy of the program
3. 2 copies are started (should be prevented or optional) and as a result the 
bind for the broadcast listener fails (due to the original version already 
being bound)

Windows XP SP3 (fully patched)
