Adding in a request to have the ability to start / stop the android-notifier 
service via Locale Notification Plugin

That's already supported. Is it not working for you?

No it is not supported, it just turns off/on sending Notifications, it does not 
START/STOP the service which was originally requested..

Ah, right, my mistake - in the latest version (not yet released), when you 
disable notifications, the service stops and vice-versa. Is that enough?
