Configurable granularity for battery level reporting #29

Right now we report the battery level every time it changes 5% or more. That 
should be configurable for people who want coarser granularities.

I'll actually add 3 options: min/max level to report and min change.
Ideally this would be a dialog popup with 3 sliders.
