Package MultiDroidNotier (Windows Client) as PortableApps.com installer #362

PortableApps.com has Portable Java support, which means that potentially 
MultiDroidNorifier can be a portable app (at least on Windows platforms).

Packaging MultiDroidNorifier as a PAF installer or at least as a .jar file, 
instead of a native .exe would provide us PortableApps freaks a bit on relief.
