Monitor and report on CPU #397

Adding the option to monitor CPU levels and report when it sustains a selected 
CPU level would be very helpful.

I currently use Watchdog on the device and it's alerts are helpful. But If the 
device is having problems I would would like to know ASAP so I can fix it 
before the battery dies.
