No ring tone or vibration

What steps will reproduce the problem?
1. Incoming VOIP calls

What is the expected output?
Phone rings and vibrates on incoming calls. 

What do you see instead?
Phone does not ring and does not vibrate.
Phone shows the incoming calls on the screen.
The calls can be answered.
Audio quality is good.

What version of the product are you using? 
00-15-10

On what operating system?
Samsung i7500 with Galaxo Rom 1.6.3.4 - Android 1.6 Donut

Please provide any additional information below.
First I tried build 15 from the market.
Now I installed 00-15-10 and changed the ringing tone (option not available in 
the prevoius version) to one different than None (default after the update)
I read other similar issues and tried some of the suggested solutions without 
success.
Same problem using Sipdroid even if Sipdroid makes the phone vibrate.
