it would be great to be able to control the place where the plot symbol is 
drawn , as similar to a CPTANNOATION.

Can you describe what you want to do a little better? Plot symbols are intended 
to mark the plot points on a scatter plot. You can adjust their position 
slightly using the anchor point (see 
http://code.google.com/p/core-plot/source/detail?r=3a35eef388ba5b1a64af7986665bb
ad5cbc6fc4d ) which is especially useful with custom symbol shapes. You can 
also use a data label to attach a label to plot points on any plot. If you make 
a custom label, it can have any CPTLayer as the label content, not just text.
