DataLabel with several layers not rendered outside starting view

What steps will reproduce the problem?
1. Create datalabels for a plot with the labels consisting of more than one 
layer
2. If the datapoint is outside the initial zoomlevel of the graph, only the 
primary layer is rendered when zooming out or scrollning, the sublayer is 
omitted.

What is the expected output? What do you see instead?
Expected both layers to be rendered, can only see the primary layer

What version of the product are you using? On what operating system?
