Add ability to fill scatter plot lines with a gradient / 'raised' effect that follows the line path

Essentially the current CPTFill allows you to specify a gradient to fill the 
line. this gradient however will apply in one direction across the whole line.

The desired effect is as shown in the attachment (note the fill of the scatter 
plot line itself) which is not currently possible.
