Borders of bars in bar plots get clipped when using -scaleToFitPlots #507

Run the example project "BarPlot" attached to this issue with Xcode 

In the upcoming window you should see a bar plot with three green bars with 
black border lines. The rightmost bar does not have a black top border line 
like the other two bars.

I could not find a way of working around this issue using paddings on any of 
the layers.

What is the "tip" value of the tall bar? Does your datasource use NSDecimal 
values or doubles? Is it possible that the tip value is slightly above 30, 
putting it outside the plot range?
