Axis tickDirection distinct from the labelling direction. #538

I would like the ability to set (or not set) the tickDirection attribute of an 
axis, and independently set the labels to appear on either side of the axis. In 
my app I'm trying to get centred ticks (tickDirection=CPTSignNone) but with 
labels on the right (as in tickDirection=CPTSignPositive).
