Backend: Dynamic content—served #8

For some fancier functionality, we should get a working backend going.

For instance, to make the translation feature work, we could query a database and replace all text with that in the appropriate language, if available.

Similarly, we could track have recent news stories, announcements, etc. archived and accessible in other formats (such as RSS).

I think the basic thing we're looking for here is a Content Management System (CMS). Some options to consider: Drupal and Cockpit. More research required!
