cask: New archives treat every frame as one second

What steps will reproduce the problem?
Issue #346 dealt with this issue when reading/writing existing archives. This 
issue occurs when creating a new archive and exporting it.

Example code to reproduce the problem is attached.

What is the expected output? What do you see instead?
The result is an alembic archive from 0-23(*24) (0-552),
The expected result is an archive from 0-23.

What version of the product are you using? On what operating system?
cask that ships with Alembic-1.5.5
