In order to limit situation where sending too much messages could interfere with more important comms from others addons

Will this broadcast inside BGs?

I'm just adding condition for the existing hourly broadcast. It will not broadcast if the player is in battleground when the ticker ticks

It does not affect the "on death" normal broadcast
