Import fails when CSV file contains an escaped " character

What steps will reproduce the problem?

1. Create a CSV file containing an escaped " character in one of the fields. 
See attached

2. Open Secrets and import from the CSV file

What is the expected output? What do you see instead?

Secrets reports a problem importing the file.

What version of the product are you using? On what operating system?

1.9.8.2 on FROYO

Please provide any additional information below.
