In the US (where GitHub is based), no license defaults to "all rights reserved" (http://choosealicense.com/no-license/), meaning that though GitHub's ToS allow people to view/fork your code, it's not actually legal for anyone else to use it.

Since this library extends Zend code, I'd recommend using same license as ZendFramework: http://framework.zend.com/license/new-bsd
