nixify: update envrc to improve the caching performance #3

This change improves the performance of the direnv when loading a shell by building the environment only once and use eval and cat to load the environment in subsequent loadings.

Hey, works fine here. The line local opt OPTARG OPTIND does it. Thank you for providing these scripts.
