Added recipe for Norwegian using the sprakbanken corpus. #4796

Since the Norwegian sub-corpus contains the metadata for each recording in .json files I haven't utilized the scripts from the original sprakbanken recipe (Danish).

The dictionary is downloaded from https://www.nb.no/sprakbanken/en/resource-catalogue/oai-nb-no-sbr-59/.
