replace bash startup script with node.js

This is in preparation for enabling KMS integration which requires more sophisticated logic than what bash is able to handle.

• phase 1: (this commit) re-implement Quorum docker startup with node.js program
• phase 2: replicate the same node.js startup program to Geth docker
• phase 3: enable the KMS integration
