Improvements for Windows users #2

Added write.exe as the WINDOWS specific editor and str for properly formatting paths using pathlib
Added exmemo --help output in README
Added system exit for attempting to create the same experiment.

That's perfect to add the str methods that late. I'll pull and test. I imagine everything should work just fine.

And sorry about the whitespace stuff. My editor does some autospacing w/ pylint I think although it could just be the Windows/Linux difference.

@kalekundert I think this is safe to merge. I noticed a few other issues I'll get to later this week, but everything is great with setting up projects and experiments with windows.
